Background: USPS Nonprofit Mail Rates & Requirements

Nonprofit Mail is printed material eligible to be mailed as USPS Marketing Mail® at significantly reduced nonprofit postage rates. Offering costs roughly half of those available to for-profit businesses, the rates are low… but the requirements are strict.

But no matter how complex the requirements, mail remains one of the most effective tools in a fundraiser or communications person’s playbook, so it pays to retain your status at all costs.

Defining Nonprofit Mail

According to the USPS, “Nonprofit Mail is printed material eligible to be mailed as USPS Marketing Mail® by organizations authorized by the Postal Service™ to mail at significantly reduced nonprofit postage rates. Nonprofit mail cannot contain matter that is required to be mailed as First-Class Mail®. For example, handwritten or typewritten matter, or bills and statements of account, are required to be mailed as First-Class Mail.”

Allowing for any type of mail normally classed as Marketing Mail (both Letters & Flats), nonprofits have the opportunity to send self-mailers, letters, newsletters and booklets that weigh less than 16 ounces are otherwise eligible for this status. And any organization that is not organized for profit and none of its net income accrues to the benefit of any private stockholder or individual is eligible.

Nonprofit Authorization & Maintenance

You may think it’s as simple as “apply for authorization and mail without a care.” It can be… But it’s not really. The application process isn’t terribly complex—complete PS Form 3624 and provide evidence, documentation, and affirmation.

But even if that’s the easy part, there are nuances that go into each mailing. Defined by Publication 417 titled Nonprofit USPS Marketing Mail Eligibility: Nonprofit and Other Qualified Organizations, every mailing gives you an opportunity to run afoul of the requirements and end up with an unexpected postage bill.
